Cosmetics: Revision of the Cosmetic Products Regulation

The European Commission has launched the revision of Regulation 1223/2009 on cosmetic products (the so-called Cosmetic Products Regulation), which establishes the rules cosmetic products must comply with in order to have access to the EU market. The European Commission intends to revise the Cosmetic Products Regulation to align it with the EU Chemicals Strategy for Sustainability . The European Commission is thus considering, inter alia, the following options: extending the generic approach to risk management to ensure that cosmetics do not contain 1) chemicals that cause cancers, gene mutations, affect the reproductive or the endocrine system, or are persistent and bioaccumulative and 2) chemicals affecting the immune, neurological or respiratory systems and chemicals toxic to a specific organ; reviewing the definition of nanomaterial to ensure coherent terminology across EU chemicals legislation; and changing the way in which specific product label information is provided, incl. in terms of digital labelling. Manufacturers will thus likely be subjected to new requirements and additional costs as a result of this process. For further information, please click here.
